A New Capital-Formation Agenda for America

On the eve of our nation’s 250th birthday, it’s critical we recommit to the free-market principles that made America an economic powerhouse. That’s why next week we’re bringing a bipartisan capital-formation package to the House floor. The INVEST Act, spearheaded by Rep. Ann Wagner (R., Mo.), will expand access to capital for small businesses by increasing the cap on certain venture-capital funds from $10 million to $50 million and allowing them to have up to 500 investors instead of 250. It will further increase investment opportunities for Main Street by letting anyone who passes a knowledge test become an accredited investor. The bill will also create a Senior Investor Taskforce at the SEC to protect elderly Americans from exploitation and expand investment options for 403(b) retirement savers at schools and nonprofits to match what’s available in 401(k) plans. Finally, the bill will make it easier for companies to go and stay public by easing compliance burdens for emerging firms and expanding streamlined registration to 400 additional public companies. The theory behind the effort is simple: We can renew the promise of American opportunity by removing outdated regulations that stand between entrepreneurs and the capital they need to succeed. |
