Chairman Hill, Ranking Member Waters Unveil Updated 21st Century ROAD to Housing Act

Today, House Committee on Financial Services Chairman French Hill (R-AR), and Ranking Member Maxine Waters (D-CA) unveiled the text of a resolution to bring up H.R. 6644, the 21st Century ROAD to Housing Act, which would amend the Senate-passed version of the bill. The House amendment addresses several concerns from House members and market participants with a more balanced and workable approach while adding back in important community banking provisions and preserving key provisions focused on streamlining housing development, improving affordability, encouraging new construction, updating outdated programs, and cutting burdensome regulatory barriers. Chairman Hill stated, “After months of bipartisan collaboration and stakeholder feedback, I’m proud to bring the improved 21st Century ROAD to Housing Act to the House floor. This bill prioritizes American families by expanding homeownership, enhancing affordability, reducing burdensome regulations that drive up costs, and increasing housing supply nationwide. Importantly, it delivers on President Trump’s call to limit institutional investors from competing with the American people as they seek to purchase a home. I remain committed to advancing a bipartisan, bicameral housing package that can ultimately be signed into law by the President.” Ranking Member Waters added, “America is in the middle of a full-blown affordable housing and homelessness crisis, and working families are burdened by skyrocketing rents and a housing market that is pushing homeownership further out of reach. And homelessness is reaching unprecedented levels. The House is taking action because families cannot afford any more delays, excuses, or games while they struggle just to keep a roof over their heads. I commend Chairman Hill for working with House Democrats to move this comprehensive housing package forward, and I am calling on the Senate to do the same. This legislation will help reform housing programs, cut through unnecessary barriers that are slowing the development of affordable and innovative housing, including modular homes, and strengthen protections for renters and communities nationwide.
